2026年3月，全国两会胜利闭幕。翻开今年的政府工作报告，一组组数据勾勒出过去一年的发展答卷，也擘画了新一年的奋进蓝图。本文为您梳理报告中的关键数据，一文看懂中国经济“成绩单”与“任务书”。

2025年，我国经济顶压前行、展现强大韧性。全年国内生产总值增长5%，总量达到140.19万亿元，“十四五”圆满收官。In 2025, the Chinese economy has proved remarkably resilient, forging ahead against headwinds. Gross domestic product (GDP) grew by 5 percent, reaching 140.19 trillion yuan, bringing the 14th Five-Year Plan period to a successful conclusion.

过去五年（“十四五”时期），国内生产总值连续跨越110万亿元、120万亿元、130万亿元、140万亿元台阶，年均增长5.4%，明显高于全球平均增速。Over the past five years (the 14th Five-Year Plan period), China’s GDP crossed successive thresholds, topping 110 trillion yuan, 120 trillion yuan, 130 trillion yuan, and 140 trillion yuan, with an average annual growth of 5.4 percent, well above the global average.

就业是最大的民生。2025年城镇新增就业1267万人，城镇调查失业率平均为5.2%。 Employment is the top priority of livelihood. In 2025, overall employment remained stable, with 12.67 million urban jobs created, and the average surveyed urban unemployment rate stood at 5.2 percent.

过去五年，民生福祉达到新水平，居民人均可支配收入年均增长5.4%，城镇新增就业累计超过6000万人。Over the past five years, the people’s wellbeing was elevated to a new level. Per capita disposable income increased at an average annual rate of 5.4 percent, and a total of over 60 million urban jobs were created.

民生保障方面，2025年，实施学前一年免费教育政策，惠及1400万儿童；全面实施育儿补贴制度，惠及3000多万婴幼儿。 In terms of livelihood security, the policy of providing one year of free preschool education was implemented, benefiting 14 million children; and over 30 million children under three benefited from the childcare subsidies launched nationwide last year. 

2025年粮食产量再创新高，达到1.43万亿斤，为稳物价、保民生提供了坚实基础。In 2025, the grain output rose to 715 million metric tons, laying a solid foundation for stabilizing prices and ensuring people’s wellbeing.

产业结构持续优化，高技术制造业、装备制造业增加值分别增长9.4%、9.2%，工业机器人、集成电路产量分别增长28%、10.9%。The industrial structure continued to improve. The value added of high-tech manufacturing and equipment manufacturing grew by 9.4 percent and 9.2 percent respectively, while the output of industrial robots and integrated circuits rose by 28 percent and 10.9 percent respectively.

新能源汽车年产量超过1600万辆，电动汽车充电设施突破2000万个。New-energy vehicle output exceeded 16 million units, and the number of electric vehicle charging facilities topped 20 million. 

全社会研发经费投入强度达到2.8%，技术合同成交额增长10.8%。Last year, China’s R&D spending reached 2.8 percent of GDP, and the value of technology contract transactions rose by 10.8 percent. 

过去五年，全社会研发经费投入年均增长10%，每万人口高价值发明专利拥有量达到16件。Over the past five years, R&D spending nationwide increased by an annual average of 10 percent, and the number of high-value invention patents per 10,000 people reached 16. 

单位国内生产总值能耗降低5.1%，生态环境质量持续改善。新型储能装机规模超过1.3亿千瓦，非化石能源消费占比达到21.7%。A drop of 5.1 percent in energy consumption per unit of GDP contributed to continued improvement in the environment. The installed capacity of new-type energy storage exceeded 130 gigawatts, and the share of non-fossil energy in total energy consumption reached 21.7 percent.

落实好农业转移人口市民化政策，开展新型城镇化试点，常住人口城镇化率达到67.9%。We put into full effect policies on granting permanent urban residency to people moving to cities from rural areas, and piloted initiatives on new urbanization. As a result, the share of permanent urban residents in the total population rose to 67.9 percent. 

旅游业活力显现，国内出游人次增长16.2%，入境旅游人次增长17.1%。Domestic tourist trips increased by 16.2 percent and inbound tourist trips by 17.1 percent, illustrating the vitality of the tourism sector. 

经济增长4.5%—5%，在实际工作中努力争取更好结果。GDP growth of 4.5-5 percent, while striving for better in practice.

赤字率拟按4%左右安排，赤字规模5.89万亿元、比上年增加2300亿元。The deficit-to-GDP ratio is set at around 4 percent. The government deficit is set at 5.89 trillion yuan, 230 billion yuan more than last year.

一般公共预算支出规模将首次达到30万亿元、比上年增加约1.27万亿元。Expenditure in the general public budget is projected to reach 30 trillion yuan for the first time, an increase of about 1.27 trillion yuan over last year.

拟发行超长期特别国债1.3万亿元，其中，8000亿元用于“两重”建设，2500亿元支持消费品以旧换新。A total of 1.3 trillion yuan of ultra-long special treasury bonds will be issued, among which 800 billion yuan will be allocated to implement major national strategies and enhance security capacity in key areas, and 250 billion yuan will be earmarked for consumer goods trade-in programs.

拟发行特别国债3000亿元，支持国有大型商业银行补充资本。A total of 300 billion yuan of special treasury bonds will be issued to enable large state-owned commercial banks to replenish their capital.

拟安排地方政府专项债券4.4万亿元，优化项目管理，重点支持建设重大项目、置换隐性债务、消化政府拖欠账款等。This year, 4.4 trillion yuan of local government special-purpose bonds will be issued. Project management will be optimized, with a focus on supporting major projects, replacing hidden debts, and settling overdue payments owed by governments.

发行新型政策性金融工具8000亿元，带动更多社会资本参与投资。New types of policy-backed financial instruments with a total value of 800 billion yuan will be issued to stimulate greater private sector investment.
