研发经费：
中文： 提出全社会 研发经费投入 年均增长7%以上，与“十四五”规划目标 保持一致 ，确保研发投入力度不减。

英文： In the area of green and low-carbon development , five indicators are put forward, covering reductions in carbon emissions and pollution as well as ecological conservation and environmental protection.
自主贡献：
