2026年政府工作报告Report on the Work of the Government (2026)

各位代表：

Fellow Deputies,

现在，我代表国务院，向大会作政府工作报告，请予审议，并请全国政协委员提出意见。

On behalf of the State Council, I will now report to you on the work of the government for your deliberation and also for comments from members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC).

注：

• 提出意见 for comments：政宣语境下，政协委员的“意见”通常处理为comments 或 suggestions。

• 区分“Deliberation”与“Comments”：在政府工作报告中，人大代表是“审议”（Deliberation，具有法定效力），政协委员是“讨论/提出意见”（Comments/Suggestions，具有咨询性质）。翻译时不可混淆这两个词的对象。

一、2025年工作回顾

2025年是很不平凡的一年。党的二十届四中全会胜利召开，擘画了未来五年我国发展的宏伟蓝图。

I. A Review of Our Work in 2025

The year 2025 stood out as truly remarkable. At its fourth plenary session, the 20th Central Committee of the Communist Party of China (CPC) set out an inspiring blueprint for China's development over the next five years. 

注：

• 很不平凡的一年 stood out as truly remarkable。积累：extraordinary, momentous, atypical。但在正式公文中，remarkable 和 extraordinary是最稳妥的选择。

• 擘画蓝图set out a blueprint或 draw up a blueprint。注意“擘画”在政宣中常用 set out/draw up。

我们隆重纪念中国人民抗日战争暨世界反法西斯战争胜利80周年，设立台湾光复纪念日，极大振奋民族精神、激发爱国热情、凝聚奋斗力量。

We commemorated the 80th anniversary of victory in the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War and established the Taiwan Recovery Day. These events have greatly lifted our national spirit, fostered patriotism among our people, and further galvanized strength for pursuing our goals. 

注：

• 中文喜欢排比动词，英文翻译时要选择精准的对应动词。

    振奋精神 → lift spirit     激发热情 → foster/inspire patriotism  凝聚力量 → galvanize/marshal/pool strength (galvanize 形容力量迅速汇聚)

面对国内外形势深刻复杂的变化，以习近平同志为核心的党中央团结带领全国各族人民迎难而上、奋力拼搏，

Amidst profound and complex developments both at home and abroad, the Party Central Committee with Comrade Xi Jinping at its core rallied the Chinese people of all ethnic groups and led us in meeting challenges head-on and working hard with determination. 

注：

• “以...为核心”固定处理为 with... at its core

• “面对国内外形势深刻复杂的变化……”  “面对”在中文里是万能动词，但在英文中根据语境可以处理为In the face of 或 Amidst。这里用Amidst强调在复杂的背景之中。

坚定不移贯彻新发展理念、推动高质量发展，统筹国内国际两个大局，

Keeping in mind both domestic and international imperatives, we steadfastly applied the new development philosophy and pursued high-quality development.

注：

新发展理念 the new development philosophy，不能译为 idea 或 concept。

全年经济社会发展主要目标任务顺利完成，“十四五”圆满收官，中国式现代化迈出新的坚实步伐。

Thanks to these efforts, the main objectives and tasks for economic and social development in 2025 were accomplished, the 14th Five-Year Plan was brought to a successful conclusion, and solid new strides were made in advancing Chinese modernization. 

注：

• “圆满收官”的固定表达：be brought to a successful conclusion

• “迈出步伐”常处理为 make strides。注意译文将“迈出步伐”变为主句的被动语态（Strides were made），而将“中国式现代化”处理为 in advancing...。这种抽象名次作主语的转换，是摆脱“中式英语”的关键。

Over the past year, the Chinese economy has proved remarkably resilient, forging ahead against headwinds. The economy remained generally stable, and steady growth was registered. 

注：

使用 register（登记/记录）来体现数据的增长。

国内生产总值增长5%，总量达到140.19万亿元。就业总体稳定，城镇新增就业1267万人，城镇调查失业率平均为5.2%。

Gross domestic product (GDP) grew by 5 percent, reaching 140.19 trillion yuan. Overall employment remained stable, with 12.67 million urban jobs created, and the average surveyed urban unemployment rate stood at 5.2 percent. 

注：

• 城镇调查失业率 surveyed urban unemployment rate  经济类固定术语，不能漏掉 surveyed

• “国内生产总值增长5%，总量达到140.19万亿元。” “GDP grew by 5 percent, reaching 140.19 trillion yuan.” 典型的“动词+分词”结构。用 reaching（现在分词）引导伴随结果，使句子主次分明，避免了两个并列句的呆板。

• “稳中求进”的多种表达:

  描述数据时，不要只用is,

  remained stable (保持稳定)

  stood at (停留在.../数值为...)

  was registered (记录到...)

• 复习数量单位：

  万亿 = trillion

  亿 = hundred million

  千万 = ten million

对外贸易较快增长，出口多元化成效明显，国际收支基本平衡。民生保障更加有力，居民收入增长和经济增长同步，脱贫攻坚成果巩固拓展，

Foreign trade registered rapid growth, significant advances were made in export diversification, and a basic equilibrium was maintained in the balance of payments. Public wellbeing initiatives delivered more robust outcomes: Personal incomes rose in step with economic growth; poverty alleviation gains were consolidated and expanded; 

注：

• 国际收支平衡 balance of payments 国际贸易专有名词，注意用复数 payments。

• 脱贫攻坚成果 poverty alleviation gains。alleviation（缓解），gains指代“成果”。
• “有力”如果直译为powerful会很奇怪。译文将其引申为“交付了更强健的成果（robust outcomes）”，

• 原文：“民生保障更加有力，居民收入……脱贫攻坚……” 译文：“Public wellbeing initiatives delivered more robust outcomes: Personal incomes...; poverty...” 英文中使用冒号来引出具体的细节举例。中文用逗号，英文则通过冒号“:”和分号“;”建立起清晰的层级关系。

实施学前一年免费教育政策、惠及1400万儿童，全面实施育儿补贴制度、惠及3000多万婴幼儿。粮食产量达到1.43万亿斤。重点领域风险化解取得积极进展，社会大局保持稳定。

the policy of providing one year of free preschool education was implemented, benefiting 14 million children; and over 30 million children under three benefited from the childcare subsidies launched nationwide last year. Grain output rose to 715 million metric tons. Encouraging headway was madein defusing risks in key areas; overall social stability was ensured. 

注：

• 学前一年免费教育  one year of free preschool education

• 育儿补贴制度childcare subsidies 社会福利类表达

• 粮食产量 Grain output固定表达，不用 production

• 单位换算避坑！在官方译文中，为了照顾国际读者的理解，“斤”通常会换算成“公吨”（metric tons）。1公吨 = 2000斤。

• 两个表示“实施”的表达：implemented (政策执行)、launched (补贴发起/启动)
