Approfondir la réforme du système budgétaire, fiscal et financier. Nous mettrons au banc d’essai la méthode de budget base zéro (BBZ) dans les départements centraux, aiderons les instances locales à adopter ce système et établirons de nouvelles normes, méthodes d’évaluation des résultats et autres règles fondamentales relatives aux dépenses publiques. Nous continuerons de transférer vers les maillons terminaux la perception de la taxe à la consommation de certains produits et de promouvoir la décentralisation de cette compétence vers les finances locales, de manière à augmenter leurs propres ressources financières.

We will further reform the fiscal, taxation, and financial systems. We will pilot zero-based budgeting reform in central government departments and support local governments in furthering this reform. We will develop new approaches in key areas such as expenditure standards and performance assessments. Faster moves will be taken to collect excise tax on some items further down the production-to-consumption chain, with the power of collection being passed to local governments, thus placing more fiscal resources at their disposal.
