我代表中国人民政治协商会议第十四届全国委员会常务委员会，向大会报告工作，请予审议。

On behalf of the Standing Committee of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), I present this report on our work for your deliberation.

一、2025 年主要工作

I. Review of Our Work in 2025

2025 年是中国式现代化进程中具有重要意义的一年。面对错综复杂的国际形势和艰巨繁重的国内改革发展稳定任务，以习近平同志为核心的中共中央团结带领全党全国各族人民，迎难而上、奋力拼搏，统筹国内国际两个大局，顺利完成全年经济社会发展主要目标任务，我国经济顶压前行、向新向优发展，新质生产力稳步成长，改革开放迈出新步伐，民生保障更加有力，社会大局保持稳定。“十四五”圆满收官，我国经济实力、科技实力、国防实力、综合国力跃上新台阶，中国式现代化迈出新的坚实步伐。中共二十届四中全会胜利召开，擘画了“十五五”发展蓝图。隆重纪念中国人民抗日战争暨世界反法西斯战争胜利 80 周年，极大振奋民族精神、激发爱国热情、凝聚奋斗力量。

The year 2025 was of special importance in advancing Chinese modernization. In the face of a complex international landscape and the challenging domestic tasks of advancing reform, promoting development, and ensuring stability, the CPC Central Committee with Comrade Xi Jinping at its core united the entire Party and the Chinese people of all ethnic groups and led them in confronting difficulties head-on and pressing ahead with resolve. By effectively coordinating domestic and international imperatives, we successfully achieved the major economic and social development tasks and targets set for the year. Despite headwinds, our economy advanced steadily while pursuing innovation-driven and high-quality development. Solid progress was achieved in fostering new quality productive forces, further headway was made in reform and opening up, effective measures were adopted to ensure public wellbeing, and overall stability was maintained across society. 

With the successful completion of the 14th Five-Year Plan, China’s economic strength, scientific and technological abilities, national defense capabilities, and composite national strength all reached new levels, and solid new strides were made in advancing Chinese modernization. Last year, the 20th CPC Central Committee convened its fourth plenary session, where it mapped out a blueprint for China’s development during the 15th Five-Year Plan period (2026–2030). We also commemorated the 80th anniversary of the victory in the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War. This occasion has greatly lifted the national spirit, inspired a strong sense of patriotism among our people, and further pooled strength for our country’s collective endeavors.

政协全国委员会及其常务委员会坚持以习近平新时代中国特色社会主义思想为指导，深刻领悟“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”，认真贯彻落实中共二十大和二十届历次全会精神，贯彻落实习近平总书记关于加强和改进人民政协工作的重要思想和在庆祝中国人民政治协商会议成立 75 周年大会上的重要讲话精神，坚持党的领导、统一战线、协商民主有机结合，坚持人民政协性质定位，坚持围绕中心、服务大局，充分发挥专门协商机构作用，各项工作取得新成效。

The CPPCC National Committee and its Standing Committee continued to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; acquired a deep understanding of the decisive significance of establishing both Comrade Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole and of establishing the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; enhanced consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the CPC central leadership; stayed confident in the path, theory, system, and culture of socialism with Chinese characteristics; and upheld Comrade Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole and upheld the CPC Central Committee’s authority and its centralized, unified leadership (the “Two Upholds”). We fully implemented the guiding principles from the 20th National Congress of the CPC, the plenary sessions of the 20th CPC Central Committee, General Secretary Xi Jinping’s speech at the conference marking the CPPCC’s 75th anniversary, as well as his important thinking on strengthening and improving CPPCC work. 

Regarding the CPC’s leadership, the united front, and consultative democracy as an integral whole, we upheld the nature and position of the CPPCC, aligned our work with the central tasks of the Party and country to serve their overall interests, and fully leveraged our role as a specialized consultative body. This enabled us to secure new achievements in all aspects of our work.
