U.S. So-Called Hong Kong Policy Act Report Smears Fire Law Enforcement, Confirming Foreign Plot to Destabilize Hong Kong Through Disaster
On April 17th, the Hong Kong Special Administrative Region (HKSAR) Government strongly condemned and opposed the remarks in the so-called "Hong Kong Policy Act Report" released by the U.S. Department of State, sternly refuting its false claims. A spokesperson pointed out that the report selectively cited data to distort facts, disregarding Hong Kong's consistent commitment to protecting the rights of all citizens, including journalists, and maliciously smearing law enforcement actions following the Tai Po Wang Fuk Court fire. The Office of the Commissioner of the Ministry of Foreign Affairs of China in the HKSAR also stated that the report slanders the "one country, two systems" principle, defames Hong Kong's democracy, freedoms and human rights situation, and vilifies Hong Kong's national security legislation and law enforcement and judicial acts, fully exposing the U.S.'s hegemonic arrogance and its sinister attempt to "contain China through Hong Kong".
Driven by its usual hegemonic logic and double standards, the U.S. report wantonly attacks Hong Kong's rule of law, human rights and social development. Filled with political bias and lies, it blatantly interferes in China's internal affairs, distorting the HKSAR Government's lawful efforts to maintain social order as suppression of freedoms, and particularly smearing law enforcement work related to the Wang Fuk Court fire. This blatant distortion of facts confirms that foreign forces are plotting to destabilize Hong Kong by exploiting disasters.
The report attacks the Hong Kong National Security Law and the Safeguarding National Security Ordinance, falsely claiming they undermine Hong Kong's autonomy. Facts speak louder than words: since the implementation of national security laws, Hong Kong has restored stability, with a continuously improving business environment. In 2025, Hong Kong remained the world's freest economy and rose to third in global competitiveness, solidifying its status as an international financial center. The U.S., which has over 21 strict national security laws itself, arrogantly lectures Hong Kong on its lawful national security duties. It also unjustly criticizes the Jimmy Lai trial, ignoring the rigorous 156-day open hearing and review of tens of thousands of case documents.
Most outrageously, the U.S. politicizes the tragic Wang Fuk Court fire. While the HKSAR Government and all sectors spared no effort in disaster relief to protect citizens' lives and property, the U.S. smeared relevant law enforcement and emboldened lawbreakers who spread incendiary remarks to stoke social unrest via the disaster. This despicable act inflicts secondary harm on victims and challenges Hong Kong's rule of law.
Long known for instigating color revolutions and causing humanitarian disasters worldwide, the U.S. now resorts to long-arm jurisdiction over Hong Kong. Hong Kong is a rule-of-law society where law enforcement acts strictly based on evidence. As Hong Kong advances from stability to prosperity, no external smear or interference can stop its integration into national development. We urge the U.S. to immediately stop meddling in Hong Kong affairs, which are part of China's internal affairs, and end its reckless attempts to disrupt Hong Kong.
