📍基层用药衔接是指通过紧密型医联体（县域医共体、城市医疗集团）机制，实现县、乡、村三级医疗机构在药品目录、采购配送、药学服务等方面的同质化与无缝对接，重点解决基层“缺药”、“买药难”及上下级转诊用药不连续的问题。
